The Southeast Louisiana Clean Fuel Partnership connects interested fleets to funding opportunities to help implement clean transportation projects. Below is a list of current or typically recurring funding opportunities for clean fuel projects. Please note that if applying for Federal grants, projects should be ready to go (all internal fleet approvals in place, know what vehicles will be converted/purchased, have a purchase process in place, etc.) before the Request for Proposals is issued by the applicable Federal agency. Grant amounts and dates vary with each Federal fiscal year. For the purpose of supporting our partners, we have selected the most relevant topic areas for our stakeholders below. Multiple different areas of interest are provided with funding for vehicle adoption and charging. All funding topics can be viewed on the full NOFO.
Concept Paper Deadline: March 12, 2024

Area of Interest 1: Clean Cities Outreach, Engagement, and Technical Assistance
The object of this topic is to fund projects that strengthen Clean Cities coalitions' ability to achieve the Clean Cities vision and may include outreach, engagement, and technical assistance with stakeholders in various categories: medium/heavy-duty fleet, Off-road, rail, marine, aviation, and port sectors, underserved communities, tribal communities, and electric utilities and utility regulators.
Area of Interest 2: Training on Zero Emission Vehicle and Infrastructure Technologies for Critical Emergency Response Workers
Applicants must team up with firefighters, first responders, and other emergency response professionals to address emergency situations involving new zero emission vehicle and infrastructure technologies. Projects are encouraged to provide in-person training workshops or build partnerships to incorporate existing online training materials. Projects addressing communities that are among the top EV markets in the US are highly encouraged.
Area of Interest 3: Demonstration and Deployment – Open Topic
This open topic category allows for novel and creative solutions to current transportation needs that address clean energy not already addressed in this FOA.
C2C: Clean Energy to Communities
U.S. Department of Energy and the National Renewable Energy Lab (NREL) are offering programs that offer free technical assistance and support to help municipalities, tribes, utilities, and community-based organizations reach clean energy goals.
C2C Peer-Learning Cohorts
Peer-learning cohorts are multicommunity engagements that convene regularly for approximately 6 months to exchange strategies and best practices, learn in a collaborative environment, and workshop policy or program proposals, action plans, or strategies to overcome challenges around a common clean energy transition topic.
Lab experts provide a cohort of up to 15 communities with education, case studies, analysis and modeling tools, templates, trainings, and facilitated collaboration to enable accelerated clean energy progress.
The three cohort topics in this round are:
- Energy efficiency programs for residential buildings
- Electrifying municipal fleet vehicles
- Implementing agrivoltaics projects

- Who can apply? City, town, or county governments; tribal governments; planning organizations; Municipal and cooperative utilities; community-based organizations; other public entities, such as transit agencies, school districts, and housing authorities.
- How much time is required? Cohorts convene communities for 6 months to learn from energy experts.
C2C Expert Match
Through C2C Expert Match, communities receive free, short-term technical assistance to address near-term clean energy challenges and questions related to transportation, buildings, renewable energy, resilience, energy justice, financing, and other clean energy topics. Expert Match is most suitable for communities that could benefit from assistance to inform time-sensitive decisions and identify and understand the range of options for achieving clean energy goals.

EPA School Bus Rebates: Clean School Bus Program
Deadline to submit for 2023 Rebates is February 14th, 2024
The following entities are eligible to apply for EPA school bus rebates:
- State and local governmental entities that provide bus service
- Public school districts, including charter schools, with an NCES District ID are eligible to apply directly for funding.
- Eligible contractors - Eligible contractors are for-profit, not-for-profit, or nonprofit entities that have the capacity to (1) sell clean or ZE school buses or related charging or fueling infrastructure to school bus owners or (2) arrange financing for such a sale.
- School bus dealers and original equipment manufacturers (OEMs) that meet these criteria are eligible contractors.
- Nonprofit school transportation associations
- Indian tribes, tribal organizations, or tribally controlled schools responsible for the purchase of school buses or providing school bus service for a Bureau of Indian Affairs (BIA) funded school
Available Funding
- Applications can request funds for replacing up to 25 buses.
- For the 2023 CSB Rebates, EPA anticipates offering $500 million in total funding. EPA may award more funding depending on demand and other considerations.
- School districts applying directly for funds may only submit one application
- Other eligible applicants may submit multiple applications, but each application must be for buses serving a different school district. EPA will not fund multiple applications for bus replacements that will serve the same school district.
- The maximum rebate amount per bus is dependent on (1) the replacement bus fuel type, (2) the replacement bus size, and (3) whether the school district served by the buses is prioritized:

The Department of Transportation's Electric Vehicle Charger Reliability and Accessibility Accelerator
This new funding opportunity from DOT is designed to improve the reliability of existing public EV charging equipment. Funding will target existing, non-functional chargers. The full NOFO can be accessed through grants.gov, and we have highlighted a few things to keep in mind to be eligible for funds:
- Only State DOTs and local governments are eligible to apply
- Non-operational chargers can be publicly or privately owned
- All eligible, non-operational chargers will need to be listed by AFDC by October 11, 2023
- 20% local match required
- Chargers will need to meet NEVI standards after repairs
- “Based on initial estimates of eligible chargers and the funding available, FHWA anticipates that all eligible projects will likely be awarded under this NOFO.”
- Full applications are due November 13, 2023

Notice of Intent (NOI) for the LADOTD State NEVI Program due December 31, 2022
LADOTD announced their Notice of Intent (NOI) period to apply for the National Vehicle Infrastructure (NEVI) formula plan. All interested applicants must submit a letter of intent in order to submit an application to the program. The deadline for submission is December 31, 2022.

Over the next five years, Louisiana will receive approximately 73 million dollars for electric vehicle (EV) infrastructure through President Biden’s Infrastructure Investment and Jobs Act (IIJA). The Louisiana Department of Transportation and Development (LA DOTD) plans to administer the deployment of electric vehicle charging station infrastructure throughout the State.
As part of the EV infrastructure deployment, the U.S. Legislature has made National Electric Vehicle Infrastructure (NEVI) Formula Program funds available for expenditure by state transportation agencies. These funds will cover 80 percent of the EV infrastructure expenses with a minimum 20 percent state match covered by grant recipients. The NEVI program requires each state to submit a deployment plan to FHWA by August 1, 2022. LA DOTD has begun working with Louisiana Clean Fuels, Inc. and Grant Management Group, LLC to timely submit this plan.

Louisiana Alternative Fuel Vehicles and Fueling Infrastructure Tax Credit
- Louisiana offers an income tax credit of:
- 50% of the cost of converting a vehicle to operate on an alternative fuel
- 50% of the incremental cost of purchasing an AFV; or 10% of vehicle cost up to $2,500
- 50% of the cost of alternative fueling equipment
- Only AFVs registered in Louisiana are eligible
- Credit applies to Louisiana taxable income

Louisiana Revolving Loan Fund Program
Summary:

The Revolving Loan Fund offers Louisiana domiciled public entities assistance in implementing eligible projects from inception to completion. The Program will provide access to low-interest rate loans for eligible entities to implement eligible projects at public facilities. This loan program is being administered through the Louisiana Public Facilities Authority (LPFA). LPFA charges a 2% loan closing fee with an additional 1/2 of a percentage point paid annualy to service the loan. DNR charges 2% simple interest for the 10 year life of the loan or until paid in full. Interest is calculated from the closing date as based upon a 360 day year. No prepayment penalties are incurred for early payments.

Entergy eTech Program Incentives
Entergy’s eTech program promotes the adoption of electric-powered alternatives to many applications that traditionally require fossil fuels. The program provides customer support by dedicated field representatives and financial incentives to Entergy customers who purchase select electric equipment. Entergy is offering financial incentives for such things as installing Level 2 EV Chargers (Plug), truck stop and fleet electrification, and truck refridgeration units.
